This new feature is available only from the new Google Chrome version 73, already on Google Play. If you can not upload it there, you can still use an APK for the app on the APKMirror site.
How to enable the functionality to save data and improve page load speed
To use this feature in Chrome, you must enable data saving in your browser. Here's how:
Open Chrome normally and click the "three dots" button as in the image;

Enter "Settings" and do the Data Saver feature;
In the Address box, type the following line, go to: chrome: // flags and search for "force-effective-connection-type" and choose it according to your connection. Then click "Restart Now";

Once again in your Chrome settings, we also recommend turning on the "ignore-Preview-blocklist" feature. Then click "Restart Now";

Now, whenever possible, Google Chrome will allow the feature to take action to save data and speed up page load.
